Ten years ago, Cardinal Group had four team members and a P.O. Box as their corporate headquarters. But as our team knows, this company is now an “us” story; a 750-member team spanning from coast-to-coast, border to border. Cardinal Group is filled with exceptional men and women who want to be a part of something bigger than themselves, that want to go the extra mile in order to change an industry and challenge the status quo.

No two paths are the same, but every team member works with a passion and pride that is unique to them. Our company is filled with team members that regularly go that extra inch when no one is looking. Del de Windt

Chief Executive Officer

Del is responsible for strategic oversight, innovation and the overall performance of CGM. Using his creativity, experience and enthusiasm, Del directs and inspires the team to achieve the company’s short and long term goals. Leveraging his development background in high-end hospitality, Del stresses excellence and the continual improvement of a best-in-class platform including culture, customer service, technology, design, and marketing strategies.

Del is a graduate of Stanford University.

Alex O’Brien

Chief Operating Officer

Alex is responsible for the overall operations of CGM. This includes internal operations, leadership and management, accountability, excellence, and buy-in. He is passionate about bringing the Cardinal vision, culture, and playbook to life with all team members and all communities. Alex proudly served in the United States Marine Corps as a Supply and Logistics Officer, which included two tours in the Middle East and Pacific.

Alex holds a B.S. in Finance from Miami University's Farmer School of Business and a Masters in Business Administration from the University of Chicago's Booth School of Business. Alex is a member of NMHC’s National Student Housing Committee and is a ULI Young Leader in Denver.

Eric Frank

Chief Investment Officer

Eric is primarily responsible for overseeing CGI's investment and development activities including deal sourcing, research, underwriting, capital raising, and transaction execution. Additionally, Eric oversees CGI's advisory services and is actively working on the 10 million square foot urban redevelopment of the Denver Design District. He has diverse experience in development, acquisitions, asset management, and financial and market analysis.

Prior to starting Cardinal Group, Eric worked for the London Group Realty Advisors in San Diego, where he advised and managed real estate projects totaling more than $3 billion. Prior to the London Group, Eric led acquisitions for Pacific Living Properties, a privately-held multifamily investment firm with more than 5,000 units across the West Coast.

He holds a B.S. in Real Estate Finance and International Business from Indiana University's Kelley School of Business and holds a Master of Science in Real Estate from the University of San Diego's School of Business Administration. Eric is a licensed real estate broker in California and is an active member of the Urban Land Institute.

Jason Luker

Chief Financial Officer

Jason is primarily responsible for CGI's asset management and acquisition activities, including deal sourcing, execution, raising capital, and analyzing performance. Prior to starting Cardinal Group, Jason was the Director of Development Services for The London Group Realty Advisors in San Diego, where he performed market and financial analysis and helped secure entitlements for more than $3 billion of residential and commercial projects throughout California, Arizona and Colorado.

Jason is a graduate of Stanford University and holds a Master of Science in Real Estate from the University of San Diego's School of Business Administration. Jason is a licensed real estate broker in California and Colorado, and is an active member of the Urban Land Institute.

Eddie Moreno

EVP, Operations

Eddie Moreno serves as the Executive Vice President of Operations at Cardinal Group Management (CGM) and is a partner in the company. Eddie has over 15 years of multi-family housing experience, in both the conventional and student housing sectors. Eddie is responsible for leading the daily operations and success of CGM’s portfolio of approximately 32,000 purpose-built student housing beds and 3,500 conventional units.

Eddie has a proven track record of repositioning distressed assets, delivering successful lease-up communities in competitive markets, and driving asset valuation for Cardinal’s owned and managed portfolio. Eddie’s team has overseen the successful disposition of over 30 assets for CGM and their clients in the last years. With a strong emphasis on operating fundamentals, reporting and analytics, Eddie's primary focuses are building scalable company infrastructure and providing executive oversight for the portfolios of communities in his charge.

Prior to joining Cardinal Group, Eddie spent over 7 years with Campus Advantage and served the company in several roles throughout the organization including initial operations, management systems integration, development and new business, and lastly client asset management.

Eddie attended the University of Texas at Austin and holds a BBA in Finance from the McCombs School of Business. Eddie volunteers his time as a mentor and student advocate at Denver’s Cesar Chavez Academy in Denver, Colorado.

Kevin McKinney

EVP, Construction

Kevin is responsible for development and execution of all design and construction activities for Cardinal Group Construction. Prior to joining Cardinal Group, Kevin spent 10 years as the Vice President of Design and Construction at Denver-based Sage Hospitality. During his time at Sage, Kevin successfully completed over 150 projects across the country totaling more than $3 billion in renovations and new construction projects.

Kevin holds a B.S. in Construction Management from Colorado State University.

John O’Brien

As Controller, John is primarily responsible for overseeing Cardinal Group Management’s accounting and financial reporting platforms. Prior to his role as Controller, John served as Asset Manager for Cardinal Group Investments, responsible for overseeing the performance of the company’s portfolio and organizing investor reporting and communication. John holds a B.S. in Accounting from Miami University's Farmer School of Business in Oxford, OH and is a Certified Public Accountant (CPA). In 2012, John was named to Student Housing Business' "Top 30 Under 30.”

Rachel Fazio

VP, People & Culture

Ms. Fazio is a strategic and creative professional who understands business vision and implements solutions to empower people, drive culture and enhance process to achieve sustainable goals. She is a trusted leader who engages all levels of the organization with an innovative, hands-on approach to motivating Cardinal’s most cherished asset, our people.

Rachel is responsible for driving team member engagement, performance and productivity by aligning our two most valuable resources: our people and our amazing culture. She leads an incredibly talented team of sage trainers, human resource business partners, talent and recruiting guru’s, traveling road-warriors, payroll and benefits experts and transition masters. Her areas of strength include organizational analysis, design and development, leadership effectiveness, culture design and alignment, talent acquisition and development, as well as traditional human resources functions such as benefits, employee and labor relations, compensation and payroll processing.

Prior to coming to Cardinal, Ms. Fazio provided people and business solutions as a consultant and human resources professional for twenty two years. Most recently, she owned and operated Turning Leaf, LLC, a productivity and organizational design company which specialized in partnering with clients to engage workplace efficiencies, integrate human capital resources, and empower through career planning and coaching. She served as a valued advisor, strategist and change agent for organizations in a variety of industries and sizes.

Rachel is an alumnus of Regis University where she graduated magna cum laude with a Bachelor of Science in Human Resource Management, a minor in psychology and a certification in criminal profiling. She also has a certification in Executive Coaching from the Lore Institute as well as culture, business and people training from prestigious institutions such as The Disney Institute, Harvard Business Review and Cornell University.

Cara Athmann joins Cardinal Group Companies with a blend of multi-family housing industry experience and technology & data consulting experience. She is responsible for leading the IT & Data strategy to support the Cardinal Group Companies. Cara has vast experience in strategy definition, project execution, and team member development. She also has a passion for leveraging technology, data, and innovation to drive business value.
